|| Proposed framework to cover advanced reactors, nuclear safety, research and peaceful uses of atomic technologyMM Rahmatullah: Bangladesh and the United States are moving towards a new strategic framework for cooperation in the peaceful use of nuclear technology, with advanced reactors, small modular reactors (SMRs), nuclear safety, research and nuclear medicine among the areas under consideration. The proposed Strategic Civil-Nuclear Cooperation Memorandum of Understanding (MoU) describes civil nuclear cooperation as an important element of the broader strategic relationship between Dhaka and Washington. The draft is currently under review by the two countries and has yet to be finalised. It was discussed at a meeting of senior Bangladeshi officials in Dhaka on August 9, chaired by Science and Technology Ministry Secretary Md Anwar Hossain. The proposed pact could mark a new phase in Bangladesh-US nuclear cooperation, building on the 1981 agreement between the two countries on the peaceful uses of nuclear energy. One of the most significant aspects of the proposed framework is its specific reference to advanced nuclear reactors and small modular reactors.SMRs are smaller nuclear reactors designed to generate electricity in a more modular and potentially flexible way than conventional large reactors. They are attracting growing international interest as countries look for reliable, low-carbon sources of electricity. The draft proposes that Bangladesh and the US explore cooperation involving US civil nuclear technologies, nuclear fuel, equipment and related services. It also envisages cooperation on future developments in Bangladesh's civil nuclear programme, including advanced reactors and SMRs.However, Bangladesh is still at an early stage in considering cooperation on these technologies.Science and Technology Minister Faqir Mahbub Anam told the media that Bangladesh was reviewing developments in SMRs, but cooperation under a strategic civil nuclear pact with the US remained at a preliminary stage. The proposed MoU is not limited to nuclear electricity. It envisages cooperation in a wide range of peaceful applications of nuclear technology, including:nuclear power and advanced reactor technology;nuclear safety, security and regulation;spent-fuel and radioactive-waste management;nuclear medicine and healthcare;agriculture and food-related applications;mining and industry;water-resource management;scientific research and development;research reactors and radioisotopes; andeducation, training and development of a skilled nuclear workforce. The peaceful use of radioisotopes, for example, can support medical diagnosis and treatment, industrial processes and certain agricultural and environmental applications. This means the proposed agreement could affect areas of public life extending well beyond the country's electricity sector. The draft places strong emphasis on nuclear safety, security, safeguards and non-proliferation.It proposes greater cooperation between the regulatory authorities of Bangladesh and the United States in developing and implementing effective regulatory systems. Capacity-building and training for regulators are also envisaged.Bangladesh's Nuclear Safety and Physical Protection Cell has raised the importance of ensuring that the country's requirements for nuclear safety, security and physical protection are properly reflected in the final document. The issue is particularly important as Bangladesh expands its nuclear capabilities. Nuclear technology can bring major benefits, but it also requires strict safety systems, highly trained personnel, strong institutions and independent regulatory oversight. The draft also recognises that adopting new nuclear technologies would bring several practical and commercial challenges. These include financing, localisation, development of domestic expertise, nuclear liability and regulatory requirements for emerging reactor technologies. For Bangladesh, financing will be particularly important because nuclear power projects require substantial investment and long-term planning. At the same time, developing a domestic workforce capable of operating, regulating and maintaining advanced nuclear facilities will be essential. The proposed framework therefore places considerable emphasis on education, training and human-capital development, as well as public acceptance of nuclear technology. The proposed nuclear cooperation also carries a broader diplomatic significance. The draft links civil nuclear cooperation with the wider strategic relationship between Bangladesh and the United States, including energy security, national security and cyber security. For Bangladesh, nuclear power is increasingly viewed as one potential component of long-term energy security. Cooperation with the US could provide access to technologies, expertise, training and international experience, subject to Bangladesh's national requirements and applicable export-control rules. For Washington, deeper civil nuclear engagement with Bangladesh could also strengthen economic, technological and strategic ties with a key South Asian country. The proposed framework, however, does not mean that Bangladesh would automatically purchase US reactors or technology. Rather, it would establish a platform through which the two sides could explore and facilitate cooperation in agreed areas. The draft makes clear that the proposed MoU would not itself create legally binding rights or obligations under domestic or international law.Any specific nuclear project or activity would have to comply with the laws, regulations and export-control requirements of both countries. If signed, the MoU would enter into effect on the date of signature and remain valid for five years. It would then be automatically extended for successive five-year periods unless either side decides to terminate it in accordance with the agreement.A number of Bangladeshi agencies participated in the August 9 meeting, including officials from the Ministry of Science and Technology, Ministry of Foreign Affairs, Ministry of Power, Energy and Mineral Resources, Bangladesh Atomic Energy Regulatory Authority (BAERA) and Bangladesh Atomic Energy Commission. The meeting concluded that the draft should undergo further examination and be sent through the relevant government channels before finalisation. The Ministry of Foreign Affairs and the Ministry of Science and Technology have been identified as key agencies for taking the process forward. If eventually signed and followed by concrete projects, the proposed pact could give Bangladesh a broader channel for cooperation with the US in nuclear science and technology. For ordinary citizens, the significance may ultimately be felt in several areas—from the reliability of electricity supply to medical treatment, scientific research, agriculture and the development of highly skilled jobs. But the benefits will depend on how Bangladesh manages the accompanying challenges.Any expansion of nuclear power, particularly the adoption of new technologies such as SMRs, will require careful economic assessment, strong regulation, transparent decision-making, skilled manpower and unwavering attention to safety and security. For now, the proposed strategic civil nuclear pact remains a framework under discussion, rather than a completed agreement. The next stage will be the detailed review of the draft by the relevant Bangladeshi authorities and negotiations with the United States before any final decision is taken. If concluded, however, the agreement could become an important new pillar of Bangladesh-US relations—linking nuclear technology with the country's long-term ambitions for energy security, scientific development and economic growth.
