In October 2013, then-Chief Minister Omar Abdullah acknowledged over 5,000 registered rape cases since 1989, though independent observers maintain this represents merely a fraction of actual incidents given severe underreporting in militarized zones.The methodology of sexual violence follows distinct patterns designed to maximize humiliation and collective trauma.
